I also spectated a game win by them where it appeared they swiped at the air and somehow a dead guy appeared. I think I captured this on the demo (I hope). Only you seemed to have the problem of seeing people appear out of thin air. I say this because other people on the guy's team were shooting at the same targets (while still being invisible to you). On a side note, a suggestion to you when dealing with a potential cheater: don't accuse the person straight away in chat unless you know for sure. Just quietly record and report. Everything will end up much cleaner
