We don't have any form of buy-level, and it was up for discussion and voted down. As for the smoke grenades, they're not part of our list or servers, again, discussed and voted down =)
As for rules, all ya have to do is type "MOTD" in the game's chat and you'll get the in-game splash screen with everything you need =)
